I see payroll taxes as just another income tax. The idea that the tax is dedicated doesn't line up the flow of money. I see no point on any limit at all.
On the other hand, no amount of linear increase can save an exponentially growing expense. It won't "save the program", but merely delay the next predictable crisis. 4 months ago on February 4
